Responsibilities:

The Commissioning Engineer will, with assistance from the Senior Commissioning Engineer and the MEICA Site Manager, prepare a Commissioning Plan detailing the extent of the commissioning activities and the documentation to be used to validate completion. The Commissioning Plan shall prepared with due regard to the Business Management System and the project specific requirements, and agreed with the Client in advance of the commissioning phase.

The Commissioning Engineer shall attend commissioning meetings at regular intervals during the MEICA installation and commissioning phases of project to ensure that the Client is informed in respect of commissioning deliverables. The Commissioning Engineer shall produce documentation that allow HAZCOMM reviews to be completed on the plant and equipment.

The Commissioning Engineer will coordinate the site commissioning activities to ensure that the project specific requirements and programme are met, seeking guidance form the MEICA Site Manager in the resolution of conflicts. This shall include daily briefing sessions to ensure that all members of the commissioning team are aware of the planned activities with specific attention to the changing conditions that may arise in respect of HS&E matters.

The Commissioning Engineer will ensure that commissioning documentation is either completed or provided by the Commissioning Assistant(s) to verify that testing has been completed as required by the test schedules. The Commissioning Engineer will produce the reports appropriate to the project and the testing completed.

The Commissioning Engineer will ensure that the training plan content is delivered in accordance with the programme requirements for the project, including the coordination of suppliers / subcontractors where specialist training is necessary. The Commissioning Engineer will ensure that feedback from the trainees is obtained after each session, and shall review this information with the MEICA Site Manager prior to the issue of the Training Feedback Report through the collaboration tool.

The Commissioning Engineer will be responsible for the marking up the draft O&M Manuals (including the drawings for as-built records) during the commissioning phase of the project, which shall then form the basis of the final version for issue prior to completion.

The Commissioning Engineer will prepare the Commissioning Completion Report for each project, using the standard format, at appropriate programme stages and at the completion of the performance trial / acceptance testing. This report shall be reviewed and accepted with the Project Manager prior to submission to the Client.

The Commissioning Engineer shall assist the MEICA Site Manager in the clearance of post-completion defects as required.

Experience

The successful candidate must:

* Have a minimum of 5-years experience in the Energy from Waste / Power industry.
* Have a good working knowledge of the Microsoft Office applications.
* Be able to demonstrate an understanding of health, safety and environmental approaches
* Be able to demonstrate an understanding of Energy from Waste / Power industry processes with preference given to candidates having knowledge of high pressure steam system and power generation systems.
* Be able to demonstrate an understanding of mechanical and electrical equipment used in the Energy from Waste / Power industry.
* Be able to demonstrate a structured approach to the commissioning of plant, equipment and processes used within the Energy from Waste / Power industry having due regard for plant / personnel safety during start-up and operation.
* Have the ability to undertake training of Client staff in the operation and maintenance of the equipment provided for projects.
* Preferably have the ability to undertake the role of an authorised person and be able to demonstrate an understanding of permit to work systems.

* CSCS / ECS or equivalent competence card in an appropriate discipline
* Site Supervisor Safety Training Scheme (minimum) / Site Management Safety Training Scheme (preferred) or equivalent safety qualification
* EUSR National Water Hygiene Card
* CDM 2015 General Awareness
* Site Environmental Awareness Training Scheme or equivalent environmental qualification
* Confined Spaces (preferred)
* Certified PROFIBUS Installer (minimum) / Certified PROFIBUS Engineer (preferred)
* First Aid at Work (preferred)
* BS7671 Requirements for Electrical Installations – 17th Edition (preferred)
* COMPEX (preferred)
* PROFIBUS Commissioning and Maintenance (preferred)
