The Role:
To provide a professional Electrical Engineering Consultancy service to internal and external clients by delivering, controlling and directing Electrical Engineering projects in a commercial and customer focussed way which achieves programmes, meets performance targets and meets the Councils Corporate Objectives.

Main Accountabilities:
• Provide Electrical Engineering consultancy services to internal and external clients.
• Development of brief, design, specification, preparation of contract documents, procurement, supervision and project management of Electrical Engineering projects.
• Prepare design solutions that utilise the best practice and the most suitable equipment, materials and concepts that achieve efficient, sustainable and cost effective solutions
• Continually monitor, review and modify working practices to ensure that they are carried out in a commercial manner which will contribute to the overall profit target.
• Assist in the programming of projects to ensure completion within budget and to meet programme targets.
• Act as a Project Leader coordinating multi-disciplinary teams as required.
• Respond to changes in workload and changing priorities by carrying out the role in a flexible manner which may include working extended hours, at the beginning and/or end of the day. Additionally, on occasions, out of hours working may be required by agreement.
• Survey, investigate, and prepare reports and feasibility studies together with supporting documents and drawings.
• Prepare estimates, obtain and assess quotations, monitor works, agree interim valuations, contractual claims and final accounts with contractors. Assist in preparing fee bids.
• Assist in the preparation of an annual programme and quarterly financial and performance reports for the Repair & Replacement programme.
• Carry out planned maintenance inspections in respect of electrical installations; prepare reports and estimates for recommended works, based on a 5 year rolling programme.
• Provide maintenance function for Borough Council Street Lighting
• Ensure designs meet current relevant technical standards and statutory documents and are carried out to comply with the Construction (Design and Management) Regulations and any other Health and Safety legislation.
• Ensure that all documents and drawings prepared are to a high standard, consistent and accurate.
• Keep up to date with current design methods and standards.
• Electricity At Work Regulations – Review periodic inspections, prepare reports and estimates for remedial works.

Decisions made:
• Determine the most efficient and cost effective solution in the design, specification and procurement of Electrical Engineering projects; solve related problems as and when they occur.
• Prioritise and programme own workload.
• Delegate work to Technicians as required.
• Act as Project Leader as required for multi disciplinary teams, agree programme and monitor progress and costs.
• Make judgements regarding best course of action to solve problems.
• Settle disputes with contractors.
• Prepare risk assessments and solve all issues to ensure compliance with the Construction (Design and Management) Regulations and other Health and Safety regulations.
• Approve works for interim payments throughout projects, re-measure works and agree payments to contractors, agree and settle final accounts.
• Use professional judgement to interpret Legislation and Technical Standards.

• Weekly programme review and monthly progress / team meetings with Senior Electrical Engineer.

Resource Controlled:

• On behalf of Clients, deliver the design, procurement, supervision, monitor costs, agree final accounts and approve expenditure for projects totalling up to a value £800,000 per annum in order to generate fees to contribute towards the income generation of circa £1.5m for Engineering Services.


• Act as Project Leader, as required, for multi disciplinary teams, lead a team of up to 4 members to deliver projects by agreeing programme and monitoring progress and costs.
• Manage contractors during construction projects.

• Personal computer, personal protective equipment and other equipment necessary to fulfil the role.

Essential Skills / Qualifications:
HNC Electrical Engineering or equivalent
Sound knowledge and experience of current Codes of Practice and other technical documents and Contracts relevant to Electrical Engineering design, maintenance and repair projects.
A sound knowledge of Health and Safety Regulations including CDM.
Experience in the preparation of specifications; drawings, contract documents, and cost estimates for Electrical Engineering works.
Must be computer literate and proficient in the production of CAD drawings.
Experience of managing contractos

Desirable Skills / Qualifications:
Membership of the Chartered Institute of Building Services Engineers.
Degree In Electrical Engineering.
