Service Delivery: Effectively project manage the overall project delivery of building construction and maintenance projects, complying with the professional bodies code of conduct.

Ensure effective project management of the assigned projects, applying approved project management techniques.

Project manage significant construction and similar projects, including assembling, leading and directing multi-disciplinary teams, both in-house and external, throughout feasibility, design, procurement and construction phases to achieve successful outcomes.

Ensure compliance with most recent Construction (Design and management) (CDM) regulations, assuming the Principal Designer Role as required.

Provide and maintain a high level of professional standards within the Property Design and Maintenance Commercial Team, keeping up to date with technological developments to allow effective advice to be given to clients and the Council on the feasibility, practicality and estimated costs of proposals.

Resource and budget management: Contribute towards the programme planning, resource planning, budget planning, quality of service and value for money of the sections projects. Take a lead role in ensuring that fee income targets are successfully forecast, monitored and recovered.

Take a lead role in the business development aspects of your Service area, ensuring sufficient new business is generated to ensure the financial viability of the Team.

Prepare, manage and monitor the project budgets. Be responsible for budget management of your allocated projects, reporting regularly on financial position in accordance with Clients requirements and ensuring projects are delivered in the most cost effective, efficient way. Provide high accountability for the effective use of considerable financial resources.

Check and agree invoices for work carried out, ensuring value for money. Authorise and certify for payment invoices in accordance with the Department’s Scheme of Delegation.

Establish operational cost targets for various for all categories of running costs associated with the project.

Develop the cost plan for projects ensuring that cost controls are in place.

Prepare reports on the following:

* Established project costs to date
* Anticipated finial cost of the project
* Future cash flow
* Budgeted Cost Work Scheduled
* Budgeted Cost Work Performed
* Earned Value Analysis

Review and authorise valuations and final accounts.

Accountability for ensuring compliance and quality of work: Oversee the design and implementation of both minor and major works including new build, routine repairs, conversions, preventative maintenance, adaptations, refurbishment, improvements, alterations, demolition and redecoration. Be accountable for making project decisions and ensuring compliance with Clients requirements and specifications.

Ensure all property and construction work carried out by the Council complies with relevant statutory legislation, codes of practice and professional guidance documents.

Ensure compliance with most recent Construction (Design and management) (CDM) regulations, assuming the Principal Designer Role as required.

Take decisions and use own autonomy, complying with the professional bodies code of conduct, within policy or guidelines without assistance. Use analysis and judgement skills where there is a need to analyse and interpret a variety of complex information in order to create work plans, set objectives and contribute to effective service delivery.

Control and monitor progress and ensure that the appropriate standard and quality of workmanship is achieved on projects and maintenance works.

Be accountable for recommending project decisions to the Client and ensuring compliance with requirements.

Provide technical input in monitoring safety control measures as a result of delegation to Head teachers and building managers. Prepare, seek approval, issue and monitor prohibition/improvement/advice notices as necessary.

Procurement and Contract management: Contribute towards the preparation of the Councils property and construction Frameworks and contracts to ensure compliance with European procurement legislation, contract conformity and management of performance criteria for a range of contracts, acting as the clients agent, overseeing procurement.
