1 Develop, and ensure compliance with procedures to meet with all relevant legislation and regulations appertaining to the maintenance and installation of council owned mechanical and electrical equipment. Undertake feasibility studies; provide estimates, drawings, specification and contract documents for electrical & mechanical repair and maintenance works.
2 Investigate products and suppliers to ensure the right suppliers, relationships, specifications, methods, cost and time are being employed on all projects. This to include life-cycle costing analysis, development of specification of sustainable products and development of partnership approach with suppliers, aiming to improve the overall service provided.
3 Obtain competitive tenders / quotations and place orders with contractors, suppliers and statutory undertakers. Manage all types of programmes and contracts proactively, including chairing meetings and checking work as it proceeds, monitoring and controlling quality, progress, costs and safety. Exercise budgetary control. Check all contract documentation, reporting any errors, discrepancies or concerns. Ensure Electrical Certificates are received on completion of Electrical works and periodic test & Inspection certificates, both checked and stored on correct database. Determine variations, claims and damages. Determine final accounts and deal with all contract administration. Complete final inspections, liaise with customers to assess their satisfaction and ensure they understand how to use any new facilities. Ensure database information is regularly updated with relevant information.
4 Develop and co-ordinate maintenance, servicing, and installation programmes for mechanical and electrical equipment within general needs and sheltered council dwellings, ensuring database information is regularly updated with relevant information and tenant satisfaction with the service provided.
5 Prepare reports and give professional / technical electrical advice and training for non-technical staff
6 Liaise regularly with other teams to ensure any relevant issues are identified and resolved. Head project teams for particular projects including selecting and organising the team and co-ordinating their activities.
7 Keep updated on technical literature, Regulations and codes of practice regarding electrical and mechanical installations and associated materials and advice on implications of any changes.
8 Such variations as may be required from time to time without changing the general character of the duties shown above or the level of responsibility entailed.

Knowledge / Qualifications -

* HNC in Electrical Engineering
* or
* C&G 2360 Part 2, or part 3 ('C' certificate) or C&G 2330 level 3
* or
* C&G 2391/2400 + C&G 2380
* or C&G 2394/2395
* Detailed knowledge of current electrical and building related legislation & regulations
