The post holder is responsible for managing all operational Environmental Permit compliance aspects of Southern Water’s Wastewater activities, to ensure adherence to statutory requirements and regulatory obligations. The post holder will support the Wastewater Operational teams as subject matter expert for Environmental Permitting for all relevant activities – Waste Management / Discharges / CHP and Landfill.

They will be responsible for ensuring compliance with Environmental Governance, and the licensing of Southern Water’s waste acceptance sites, including the submission of data to the Environment Agency and amendment of waste permits when required.

The post holder will maintain an audit programme to ensure that the risk of an unsatisfactory site inspection by the Environment Agency is minimised, and any non-compliant conditions have a plan for remedy. Failure to submit data and reports to the Environment Agency on time, or failure to maintain the required standards on our operational sites will result in prosecution or other sanctions.

This role provides assurance of full permit compliance on behalf of the WWAG Process Manager, to allow policy decisions to be made. It also supports our Commercial Tankered Waste activities, which generates an income..

There is a strategic balance to be struck between protection of the Environment, compliance with legislation and maximising a commercial activity.



Accountabilities

Maintain accounting records and analyse in accordance with established reporting systems in order to…………

Maintain an up-to-date view of Operational compliance of Southern Water sites with Environmental Permits via a programme of audits and management reporting.

Identify permit compliance issues and feed in to the correct route for resolution, tracking actions to completion

Overall management of Southern Water’s landfill sites, ensuring license requirements and standards are maintained

Management of Environmental Permits for waste management, under Environmental Permitting Regulations 2010, including Combined Heat and Power (CHP) and completion of statutory waste obligations (Hazardous Waste, Duty of Cares, Packaging Waste)

Ensuring completion (by others) of all aspects of employee waste management competence, training and development, including assessment of CoTC candidates

Review of new permit legislation and its impact upon Operations, together with development and implementation of new procedures to ensure compliance.

Point of contact and recognised subject matter expert for Southern Water and the Environment Agency on Operational permit issues. Able to influence EA policy and procedures.

To advise the Capital Programme on permit compliance for potential solutions, and become involved in EA negotiations with the Environmental Permitting team to ensure future permit conditions are practical and achieveable.

Management of all Compliance Assessment Reports received from the EA and co-ordination of responses when required.



Key skills/knowledge/qualifications/experience:

Extensive knowledge of current UK and EU Environmental Permitting legislation relevant to discharges to controlled waters, waste management, CHP and landfill management
Understand the wider implications to Wastewater treatment processes for all permitted activities.
Able to identify, prioritise and mitigate risks relating to Southern Water’s Environmental Permit compliance..
Strong interpersonal skills, with ability to influence at all levels of the organisation
Attention to detail and analytical skills are essential, as are report writing / summarising ability – must be able to present technical ideas to a non-technical audience at all levels of the organisation.
Able to work largely unsupervised and make sound judgements about issues to be escalated.
Able to negotiate with the EA and other Agencies (such as Local Planning Authorities) on behalf of Southern Water, to influence policy and sanctions
Strong written and verbal communication skills
Must have a technical background, with significant experience of permit compliance in an Operational environment – ideally with a specialism in at least one area.
Has spent several years in a role or industry where the Environment is a major consideration
Must have some supervisory experience and a working knowledge of current legislation.
Must have degree level or other relevant professional qualification in a scientific or engineering discipline
May be a chartered Waste Manager or working towards this
CoTC Qualified to Level 4 for Waste Management would be a benefit.
