The post holder is primarily responsible for carrying out a rolling programme of stock condition surveys of Building related elements to mainly in non-domestic buildings and schools. The post holder may also be involved in other building services and construction projects to assist with the delivery of the PST’s annual maintenance and repairs programme of works.

The post holder will work in partnership with our nominated partners for all Building Maintenance & Services work, and review KPI’s relevant to their area of the service, to ensure the service is delivered successfully, and meets the requirements of our customers.

* To produce, manage and monitor the five year programme of stock condition surveys
* To carry out adhoc and annual stock condition surveys to Council premises and schools to cost and prioritise works for inclusion in the PST’s 5 year rolling programme of planned refurbishment and maintenance and repairs works.

* To assist with the Stock Condition Surveys for mechanical and electrical installations as required.

* To assist the repairs and maintenance teams in the initial planning and feasibility stage of any scheme.
* To identify and organise the delivery of any necessary maintenance and repairs works to bring premises up to a required standard as required following the condition survey, and/or to ensure that they are compliant with any statutory or regulatory requirements,

* To provide property managers with detailed written reports on the results of the stock condition surveys and the proposed plans and time-scales for carrying out any required refurbishment and/or maintenance and repairs works, together with estimates of the costs involved.

* To take customer enquiries to enable preparation / commissioning of works for services in buildings

* To incorporate the benefits of sustainability into the stock condition surveys, to assist with introducing such initiatives into the repairs and maintenance programmes.

* To maintain detailed records of surveys carried out for day to day management and financial monitoring control purposes and for end of year internal and external audit purposes.
* To develop a relationship with local building managers/client representatives and the partners and work with them to identify all works that need to be carried out as part of the Landlord’s annual refurbishment and maintenance and repairs programme of works and to advise on works that need to be organised by the building manager/client.

* To identify problems with the internal and external structure and fabric of buildings and to advise on and/or implement any necessary repairs or alterations that need to be carried out.
* To arrange as necessary for specialist surveyors/analysts to carry out inspections of materials identified as likely to contain asbestos

* To maintain effective communications, processes and links with teams to ensure any completed works at properties are incorporated into asset management data.
* To ensure that the necessary condition surveys are recorded correctly onto the Asset Management database.

* To manage the stock condition budget.

* To market the services of the Property Services Team and to contribute to the development of the PST’s self-funded building services consultancy arrangements.
* To update building layout plans (AutoCAD or similar) for all properties within the corporate portfolio and ensure the plans are linked to the relevant modules and identify relevant information, and the Auto Cad drawings are cross referenced and linked to the stock condition data.
* To conduct post survey evaluation and review with customers in order to obtain feedback on customer satisfaction and learning points for continuous improvement.
To arrange the payment and recording of contractors or consultants accounts and other invoice payments and any required internal financial recharges in accordance with the Council’s Financial Rules and Regulations

* To ensure that all goods and services are obtained in accordance with the Council’s Rules for Contract.
Any other duties commensurate with the grade of post that may be required from time to time.
