The above work will include interpretation of current and new statutory requirements and the development of Technical and Health and Safety policies and procedures for use within the Property Services Team (PST).



To work with the Council’s Health & Safety Team, the Corporate Resilience Team, Health Safety Executive (HSE) and other external bodies (such as the Environmental Agency) to ensure that safe systems of working are put in to place and adopted and monitored in accordance with the required legislation’s.



The post holder will be expected to become part of the Property Services ‘Out of Hours’ standby rota.

* To assist the Senior Compliance Surveyor in the development and management of appropriate health & safety work systems and processes for PST and their Partners to ensure compliance in all service areas, and to act as the main point of contact as the Councils ‘Competent Person’



To ensure that where the PST has Legal and Statutory obligations on compliance for works such as asbestos, water hygiene and fire safety, records are maintained up to date for the purposes of audit trails, and to assist with any investigations carried out by the Health and Safety Executive and/or other regulatory bodies

* To ensure that the PST and it building services and mechanical and electrical and other partners implement all risk management policies and to monitor the effectiveness of these policies, through regular liaison and discussions with managers and staff in the PST staff its partner organisations and ad hoc and regular audits of operational working practices and procedures and ensure that relevant risk assessments are produced for approval



* To be responsible for the management of the all asbestos, water hygiene, fire safety and lift related works to ensure compliance in accordance with the appropriate legislation/regulations (and any subsequent amendments and updates to the legislation/regulations), and to administer contracts and contractors engaged in this of work to include appropriate refurbishment & demolition surveys prior to any projects/works taking place.



* To assist the lead officer on all investigations into asbestos related incidents that occur within any work undertaken by the PST for any of it clients and to prepare reports and recommendations on compliance. Work with the Council’s governance team to review/develop and implement a risk assessment programme for all contracts undertaken by the PST and Partners



* Ensure partners and contractors have the necessary risk assessment arrangements in place and produce a risk register to record the status of all buildings, identify and collate records as required of all relevant legislation, codes of practice, British Standards, and other guidance documents etc, for all current Health & Safety Legislation



* Assist in the development and maintenance of a robust and effective filing and control system for each area of legislative compliance to cover identification of legislative compliance requirements, risk assessments, action plans and ensure that systems put in place are regularly monitored; reviewed and updated accordingly.



* In conjunction with the Council’s Health & Safety Team, Investigate, consult and publish safe working practice notes for staff and contractors working on the Council properties



* Attend all courses, training, forums, workshops relevant to job role



* Assist the Council’s Health & Safety Team with their health & safety training programmes, in order to increase the safety/compliance culture and awareness across the Property Services Team and Partners



* To promote and ensure effective communication and working relationships both within all PST service areas as well as across the Council and other external partners and stakeholders



* To carry out post work inspections to ensure that all aspects/elements of the contracts have been carried out to the satisfaction of the client and that the works are of the required standard and quality and if necessary to resolve any queries and/or disputes with contractors



To ensure that all works relating to the asbestos, water hygiene, fire safety and lifts are organised, administered and paid for in accordance with the Council’s Rules for Contracts and Financial Regulations.
