We are looking for an experienced IT programme manager to work for a rail organization involving the IT safety related systems development to better support the rail industry or the internal organization’s business improvement programmes that require IT system based implementations and related adaptation by staff to work with the new systems.  These programmes involve many users and stakeholders internally and/or within the different organizations that make up the UK rail industry.  The Programme Manager will ensure that appropriate project and stakeholder management techniques and excellent people management skills are applied.

 
Role:

  • Leading a team of up to 25 diverse in-house resources on multiple projects within one or more programmes

  • Managing key suppliers and contracts totalling up to £5m through procurement and post contract award phases

  • Managing budgets using the company’s governance and controls for annual expenditure of up to £1m

  • Influencing and support the internal organisation and relevant external stakeholders that will benefit from the outputs of the programmes.

Responsibilities

  • Lead the development of the overall approach for the programme, its major time frames and the definition of its major deliverables to address and meet the desired goals and outcomes.
  • Leads regular interactions with the sponsor and stakeholders to inform, alert, negotiate and maintain a continuing good relationship and shared vision for the programme outcome.
  • Establishes and ensures appropriate governance functions for the programme in accordance with PMO policies, practices and on behalf of the sponsor or SRO (senior responsible owner).
  • Directs the creation and maintenance of the required programme documentation and artifacts.
  • Develops and controls the programme budget, and manages expenditure within agreed spending plans.
  • Ensures and balances the availability of the required skills and competencies across project teams within the programme.
  • Leads reviews with sponsor and stakeholders to identify specific programme requirements and manages subsequent changes.
  • Leads the development and maintenance of stakeholder mapping, communications and reporting.
  • Ensures that detailed, realistic plans or schedules are produced in line with the high-level phasing and plans to meet strategic milestones and holds the project teams to account for delivery.
  • Leads the programme oversight and control of project execution by project teams, their progress compared with the plan and the production of agreed deliverables.
  • Monitors and coordinates dependencies across the projects in the programme and resolves conflicts.
  • Establishes procurement and resourcing strategies and leads management of suppliers and contractors and professional service providers, and determines their use across the programme.
  • Designs, sets up and helps lead programme committee/board meetings and reporting.
Education and Qualifications

Bachelor's or Master's degree in a relevant subject area or equivalent work experience.

Membership of a relevant professional body desirable.

Experience

  • Five or more years of experience in IT/Systems related project delivery
  • Diverse PM roles and leadership responsibilities across projects and programmes
  • Demonstrated experience in managing delivery whilst satisfying the interests of multiple senior managers and directors
  • Demonstrated experience in leading and upskilling diverse teams.
Knowledge and Skills

  • Exceptional leadership skills, with the ability to develop and communicate the programme objectives, inspire and motivate staff, and maintain alignment with the business strategy.
  • Highly empathetic and able to vary styles of interaction to match the needs of a variety of temperaments and personalities.
  • Excellent verbal and written communication skills, including the ability to explain and "sell" the programme goals and objectives to the business, as well as technical leadership.
  • Effective influencing and negotiation experience and skills in an environment with high competition for resources.
  • Excellent analytical, strategic planning and execution skills.
  • Experience with one or more project/programme management methodologies (such as PMI PMBOK, PRINCE2, Agile and MSP [managing successful programmes]) and across a range of project types.
  • Knowledge of project planning tools, such as Microsoft Project/Project Online with evidence of practical application.
