Summary

Reporting to the Utilities Project Director, you will be responsible for leading the design management of all utilities work packages on the project, managing/coordinating with a team of design managers, ensuring the design is delivered to an acceptable standard of quality in-line with commercial and programme requirements.

Working with the area Design Managers, you will plan, track, and forecast the design delivery of a variety of subcontractor design teams, provide support in dealing with commercial submissions and resolution of technical debts. Acting as the Lead Designer, you will ensure the production of the design deliverables meets the correct quality, contract, safety, time and cost requirements.

As the utilities design lead, you will be the primary point of contact with all Statutory Undertaker representatives to ensure design requirements are understood and complied with, all interfaces are managed appropriately, and strong working relationships are maintained.

Main Responsibilities

General Design Management Responsibilities

You will manage and coordinate with the area Design Managers to ensure all elements of the design process are managed as expected. This will include tracking and ensuring the timely submission/close out of RFI's, departures, assumptions, project risks and interfaces. You will also ensure that all required design deliverables are produced to an acceptable level of quality, in line with the programme, and ensure compliance with the project BIM Execution Plan.

Ground Movement Assessments

You will assume overall responsibility for the delivery of utilities related ground movement assessments by the SCS Design House, including the assessment of large diameter trunk main/sewer tunnels, cable tunnels, Extra High Voltage Cables and Medium Pressure gas mains. Responsibilities will include chairing regular progress meetings, tracking progress, driving the delivery programme, managing through the SCS assurance progress, ensuring submission to the relevant Statutory Undertaker, and ensuring all comments are addressed and closed in a timely manner.

Technical Assurance Strategy

You will work closely with the Utilities Technical Assurance Manager to ensure that the Technical Certification Management Strategy is understood by all members of your team and updated where necessary to remain compliant with evolving HS2 standards, processes and procedures.

Design Review

You will ensure that the design review process is complied with by all areas of the project, in accordance with the programme. This includes ensuring progressive design reviews are planned and carried out with relevant members of the SCS and HS2 teams along with and 3rd party reviews. You will support in resolution of design issues and open comments and reinforce the requirements with the wider SCS team to undertake their design reviews in a timely manner.

Process Management

You will have overall responsibility for maintaining the utilities Design Management Plan and Contestable Utilities Design & Review Guidance Document, revising where required to remain current with evolving project requirements.

Instrumentation & Monitoring

You will have overall responsibility for ensuring all instrumentation & monitoring plans are produced in line with the expectations of the 3rd party Statutory Undertakers. You will manage and work closely with the I&M Engineering Manager to ensure expectations are understood, briefed to the relevant SCS design and engineering teams and followed through with the production of designers monitoring plans, contractors monitoring plans, and monitoring action plans which are acceptable to 3rd party asset owners impacted by the SCS works.

Technical Debt

You will coordinate with the Design Managers in closing out the Technical Assurance debt associated with the interim accepted packages and ensure final approvals have been received. This will require review/closure of actions from the panels, and any outstanding actions from the document reviews.

Commercial

You will work closely with the area Design Managers to ensure that detailed design subcontracts are being managed as expected. You will track progress against the management of programme submissions, EWN's, TQ's, EI's etc, work with the Design Managers to resolve any issues and manage any underperformance.

Reporting

You will coordinate with the area Design Managers and extract key information for the purposes of forecasting and reporting to the Integrated Project Team on a monthly basis.

CDM

You will have overall responsibility for the compliance of CDM requirements for the utilities design team. This will include ensuring work package CDM risk registers are produced to an acceptable standard ensuring risks have been mitigated using the principles of prevention and ensuring a high standard of drawing quality. You will act as the contractual Lead Designer delegate for all utilities packages of work, ensuring compliance with the requirements of the Lead Designer as per the contract.

Ideal Candidate

  • Degree level qualification in Mechanical Engineering, Electrical Engineering, Civil Engineering or similar.
  • Holder of a relevant professional qualification (IEng or CEng), or close to obtaining a professional qualification
  • Experience working in a similar capacity for a contractor on a major project is required
  • Strong understanding of Engineering Principles
  • Knowledge and Understanding of construction contract law and forms of contract through experience and formal training
  • Extensive technical knowledge of construction techniques and best practices.
  • Computer competence (MS Word, Excel, Document control systems).
  • Relevant CSCS Card
  • Training in Health & Safety and Environmental management
  • Experience working with utilities design
